Host a Youth Leadership Council


NYC Youth Leadership Councils logo in orange. Policy. Practice. Advocacy. Youth Voice Counts.Young people are impacted by city issues, yet often have the least amount of input in solving our City’s problems. NYC Service, a division of the Office of the Mayor, launched NYC Youth Leadership Councils (YLCs) to address this disconnect. In all 5 boroughs, YLCs are creating a bolder, more just city by inspiring youth to shape policies, practices, and services affecting them and their communities.

Nonprofits, City agencies, community gardens, NYPD precincts, NYCHA developments, and DOE public high schools across NYC host their own YLCs through partnerships established with NYC Service. Each YLC ties into a citywide network working collectively to impact important local issues and create a culture of youth voice in our city.

Like you, we envision a city where youth and adults come together to imagine, engage, and take action toward the betterment of our neighborhoods and communities. Join the growing network of community and city champions who believe the inclusion of youth voice and leadership are key to an equitable city today!

YLC Application


Through the youth-adult partnership, each YLC focuses on policypractice, or advocacy to effect change:

Policy: The Osborne Association YLC advocated in Albany for the passage of the NYS Proximity Bill, and for the introduction of email communication between children and their parents in state prisons.

Practice: The DOE Office of Sustainability YLC organized the first-ever NYC Youth Climate Summit to help their peers gain climate action knowledge and expand sustainability in their schools and communities.

Advocacy: The Science Skills Center High School YLC amplified their school’s restorative justice initiative through community building and elevating student voice. They proposed a school student lounge to establish a space devoted to restorative justice, educating students on restorative practices, and other topics concerning social and racial justice.

Join the NYC Youth Leadership Councils and be part of a network of youth groups that provide spaces for NYC youth to voice their ideas and make changes in their community.

After launching a YLC at your organization, NYC Service will provide you with the tools and resources needed to effectively engage youth and empower them to take action, including:

  • NYC Youth Civic Action Guide: This is a step-by-step guide to launching a YLC and supporting young people in identifying, investigating, and addressing community issues
  • YLC Youth Application: Enroll your YLC in our free, customizable YLC application to streamline the youth recruitment and onboarding process.
  • Professional Development and Networking: Join facilitators from across the YLC network to share successes and challenges, and learn best practices in sustaining youth engagement from experts in the field.
  • Events: Attend YLC-specific events to network with other YLCs across NYC, including the YLC Summit.
